Properly executed, Value Engineering will retain all of the functional project criteria dictated by safety, performance, reliability, interchangeability, and end user acceptance; and, provide them for a cheaper cost. Value Engineering should be performed during the design phase, prior to approving systems and designs; and, prior to committing funds in order to maximize the savings.  The Owner/user and the designer have the greatest influence on the overall cost of the facility. Repeated application of Value Engineering techniques and methods can be employed throughout the project development process and include Constructibility Review once design documents are prepared in adequate detail.
